HOW TO EVALUATE THE IMPLEMENTATION OF A COMPETENCY-BASED MANAGEMENT PROGRAM IN CITY HALL?

The mayor of Nova Promessa has implemented a competency-based management program in all areas of the city government. However, he now faces the challenge of evaluating the program's effectiveness and determining which metrics can be used. The mayor's dilemma centers on the question of “how to assess whether a competency-based training program for city managers has been effective.” This involves limitations and difficulties pertinent to public management, such as bureaucratic obstacles, resistance to change on the part of employees (leaders and subordinates), and the need to demonstrate concrete results in an environment of constant budget constraints. This teaching case is intended for business administration students, with an emphasis on public management, management modernization, and overcoming bureaucratic challenges. Traditionally, public management encounters greater resistance to structural changes, making it essential to analyze strategies for implementing new management practices. The case offers alternatives for educational use, including suggestions for theoretical frameworks and questions for classroom discussion. Thus, it provides an opportunity to reflect on the challenges of modernizing the public sector and adapting new methodologies in bureaucratic environments.
